You can make COE park reservations on recreation.gov up to 6 months in advance.
However, be aware that on the earliest day you can make your reservation it must be after 9:00 AM Central Time. recreation.gov states 10:00 AM Eastern Time so here in most of Tennessee it is an hour earlier.
